**** The IEEE Manuscript Templates for Conference Proceedings are available here ****

At least one author of every submitted paper has to attend the conference if the paper is accepted. Authors who do not attend the conference to present their papers, or arrange for a co-author to present their paper in the absence of the primary author, will not have their paper published in the conference´s proceedings.

All manuscripts will pass through a double blind review process. Manuscripts should thus be submitted without author names and affiliations. Authors can cite earlier works but the citation must appear as if the citation is to other work that could be found in the literature. References such as (“in earlier work we...") can be written as "This work builds on the work of [cite]" where [cite] is the real reference. Do not include "deleted for double-blind review” references. Full references to earlier works should be provided to allow reviewers to ascertain the contributions claimed in the submitted manuscript. In cases where the work will be provided as open source software, authors can list the website as long as their name or affiliation is not included as part of the website. Papers that identify authors will not be considered.
